Douglas County is split between three organizations for Oregon Health Plan purposes, more than any other county behind these pages. Umpqua Health Alliance serves most of it. Trillium Community Health Plan Southwest picks up six ZIP codes, and AllCare CCO takes two more. Roseburg's own ZIP codes aren't among the exceptions, so the city falls to Umpqua Health Alliance.
Under OAR 410-123-1260(9) the program covers full dentures once every ten years and partials once every five, in each case only where the work is dentally appropriate. Roseburg adds nothing to state licensing. Every Oregon denturist holds a licence from the State Board of Denture Technology, which sits under the Oregon Health Authority's Health Licensing Office. Renewal is yearly and carries ten hours of continuing education under OAR 331-415-0010.

A denturist licensed before 2004 without an oral pathology endorsement needs a signed statement from a dentist or other listed provider, dated within 30 days, before treating a patient under ORS 680.545.
