That boundary is narrower than it sounds in practice. A denturist can take a full denture from first impression to final fit and handle relines and repairs afterwards without a dentist in the loop. What they can't do is treat the mouth itself.
OAR 331-420-0000 requires a denturist to examine and record the condition of the gingiva, oral mucosa, pharynx, tongue and other oral soft tissue, to document informed consent, and to seek consultation or referral where indicated. Records are kept seven years.

Denturists licensed before 2004 who never took the oral pathology endorsement need a signed statement from a dentist or other listed provider, dated within 30 days, before treating a patient under ORS 680.545.
