Oregon licenses denturists through a board of their own, separate from the Board of Dentistry, and lets them fit dentures for patients directly.
The State Board of Denture Technology issues every denturist licence in Oregon. It sits under the Oregon Health Authority's Health Licensing Office rather than the Board of Dentistry, and its rules are OAR chapter 331, divisions 405 to 440. Seven members run it: four denturists, one dentist and two members of the public, under ORS 680.556.
ORS 680.500(3) writes the scope as a closed list. Constructing, repairing, relining, reproducing, duplicating, supplying, fitting or altering a removable non-orthodontic appliance, plus four services performed on the patient: impressions, bite registrations, try-ins and insertions.
Anything not on that list is dentistry under ORS 679.010 and needs a dentist. That's the working line. A denturist can carry a denture from first impression to final fit without a dentist involved. Someone who needs teeth removed before the denture is built ends up dealing with both professions.
One rule divides Oregon denturists into two groups, and it's visible on the public licence record.
ORS 680.545 says a denturist licensed before 1 January 2004 who hasn't obtained an oral pathology endorsement "may not treat any person without having first received a statement, dated within 30 days of the date of treatment and signed by a dentist, physician, naturopathic physician, physician associate licensed under ORS 677.505 to 677.525 or nurse practitioner licensed under ORS 678.375 to 678.390, that the person's oral cavity is substantially free from disease and mechanically sufficient to receive a denture."
Denturists licensed after that date aren't subject to it, and neither are earlier ones who took the endorsement. The state's licence lookup shows which is which by licence type. D is a denturist. DO is a denturist holding the oral pathology endorsement.
An associate degree in denture technology or equivalent post-secondary study, 1,000 hours of supervised clinical practice, and both a written and a practical examination, under ORS 680.515. Where those hours are documented separately from a degree, the Health Licensing Office sets a floor of 400 hours of direct patient care and 40 dentures built. Required coursework runs past the lab subjects into pathology, pharmacology, geriatrics and medical emergencies.
Renewal is yearly and carries ten hours of continuing education under OAR 331-415-0010. A licence can sit inactive for up to three years. Past that it's expired, and the holder applies again from the beginning.
OAR 331-420-0000 requires a denturist to examine and record the condition of the gingiva, oral mucosa, pharynx, tongue and other oral soft tissue, to document informed consent, and to seek consultation or referral where indicated. Patient records are held seven years. Prescription strength whitening solutions are outside what a denturist may supply.
The Medicaid rules division covering this work is titled Dental/Denturist Services. OAR 410-123-1060 defines dental services to include "denture services provided within the scope of practice as defined under state law by a denturist," which puts denturists in the program as billing providers rather than as staff under a dentist. OAR 410-123-1260(9) sets full dentures at once every ten years and partials at once every five, in each case "only if Dentally Appropriate." Whether any particular practice takes Oregon Health Plan patients is a question for that practice.
