A mobile glass installer working in Mesa with no premises in Mesa does not need a Mesa business license. The city says so in as many words, which is a clearer position than Tempe manages on the same question. What the city does charge is a retail tax of 2.00 percent, and it lands on the glass and materials rather than on the fitting, provided the labor is billed and booked separately.
Mesa's general business license has been in force since 3 January 2022. It costs $25 to apply and $25 a year to renew, with a $10 late fee, and it reaches "most businesses that collect sales tax (retailers, wholesalers, restaurants, etc.), service businesses and home-based businesses operating in Mesa."
The exclusion is what matters for this trade. In the city's own words, the license isn't needed by "businesses that do not have a physical presence in Mesa and those exempted under Mesa City Code 5-5-4." Mobile glass work is normally done from a van, and a van based in Chandler or Gilbert that services Mesa customers sits outside the requirement on the face of that sentence. Glendale draws the same line. Tempe's published sources contradict each other on it.

Regulation 100.2 is strict about the condition: the charge has to be "separately billed to the customer and maintained separately in the taxpayer's books and records." A single lump-sum price for glass and fitting doesn't get the exclusion.
On $600 of glass and materials, city tax is $12.00 in Mesa, $10.80 in Tempe and $17.40 in Glendale.
Mesa applies no reduced rate to a single item over $5,000. Glendale does, at 2.20 percent, which is the only place a large windshield-and-calibration invoice would be treated differently across these three cities.
Mesa's specialty license catalog lists categories like Peddlers and Solicitors under Title 5 chapter 8, and contains no auto glass, windshield or vehicle repair entry. Neither does Tempe's or Glendale's. City tax is remitted to the state rather than the city: Mesa's own page says "TPT/TLT due to City of Mesa (ME) must be filed and submitted to Arizona Department of Revenue (ADOR)."
