Salem licenses junk dealers, tree trimmers, night clubs and pushcart vendors. It doesn't license dental practices, and it has no general business licence at all.
Salem has no all-business licence. The city licenses a specific enumerated set of activities, and health care isn't among them. The list runs to marijuana businesses, multifamily housing, short-term rentals, vehicles for hire, street vendors and pushcarts, mobile food units, tree trimmers working in public rights-of-way, dealers in used merchandise including junk dealers and pawn brokers, special events, night clubs, automobile race tracks and tourist parks.
A dental practice appears nowhere in it. Oversight of dentistry in Salem is entirely the Oregon Board of Dentistry's.

Salem sits across Marion and Polk counties, which shows up in its safety-net clinics rather than in its regulation. The Oregon Health Authority's certified federally qualified health center list, updated 30 July 2026, names six sites at Salem addresses: three in Marion including Lancaster Family Health Center at Lancaster, and three in Polk including West Salem Clinic on Edgewater Street. That list certifies FQHC status. It doesn't record which sites provide dental services, so we're not claiming any of them do.
Both counties fall to the same coordinated care organization for Oregon Health Plan purposes, PacificSource Community Solutions Marion/Polk, which covers all of Marion and all of Polk.
Oregon runs a Dental Pilot Project Program under OAR 333-010, which authorises training and utilisation of dental workers in roles that regular licensing wouldn't allow, so the state can evaluate them. Project 300's approved site list, effective 21 May 2020, included two Salem locations on Lancaster Drive NE. That document is the most recent we located, and the current site list may differ.
The Oregon Board of Dentistry publishes licence status and final disciplinary orders. It keeps complaints confidential, including the fact that one exists. And it states plainly that it has no jurisdiction over fees, personality conflicts, rude behaviour or appointment scheduling.
Those four are close to the whole of what people actually complain about, and no state record will show them.
